Public-Private Partnership Funding Mechanism 2027 to 2030

SECO has made available up to CHF 22 million to the Swiss Platform for Sustainable Cocoa and the Swiss Sustainable Coffee Platform for new public-private partnership projects between 2027 and 2030. Members can apply through three funding windows. This page explains what each window funds, who may apply and how to submit.

The mechanism builds on co-funded projects run since 2018 with SWISSCO and since 2024 with SSCP. Its purpose is measurable progress against the SWISSCO and SSCP Roadmap 2030: living incomes, human rights, deforestation, climate change, regenerative agriculture, and transparency.

Firm size is defined in the membership fee regulation. Your contribution, the counterpart contribution, includes cash and in-kind contributions from members, from international partners and from partners in origin countries.

Who may apply

  • The formal submission of project ideas and proposals must come from SWISSCO or SSCP members.
  • The lead applicant is the company or organisation responsible for developing and administering the agreements with its project partners and co-applicants, and the contact point for any queries.
  • A co-applicant is an additional company or organisation that will actively participate in implementation, and that signs the application alongside the lead applicant.
  • A project partner takes part in implementation without signing the application, for example a producer organisation, a local authority or a research institute.
  • Swiss Embassies and Swiss Cooperation Offices may suggest projects, but do not submit them.
  • For Measuring Impact and Learning, at least one lead or co-lead applicant must be a full or associate member of SSCP or SWISSCO.

How it works

  1. Submit a project idea. Ideas may be submitted at any time from January 2027. Early submission is encouraged: it allows an iterative process with the Coordination Office and with interested members, so that solid agreements among partners are reached before a full proposal is developed.
  2. The idea is considered. For Collaborative Impact the Project Committee decides which ideas to pursue. For the Roadmap Booster the Coordination Office decides. Ideas are considered against the key criteria of the window, but they are not scored.
  3. You are invited to develop a full proposal. The Coordination Office supports members in preparing proposals, and in particular supports micro, small and medium-sized enterprises. It also facilitates partnerships between members, for example by linking SMEs with other companies, NGOs or universities.
  4. The proposal is appraised and decided. The Coordination Office appraises the proposal against the key criteria, with a recommendation and any conditions to be met before signature. The Project Committee, led by SECO, takes the final decision. It meets in February and August, and may also decide through written consultation so that projects are not delayed.
